My public question refers to Agenda item 9a in today’s meeting. This question relates to a recent Subject Access Request which was a follow up to an incomplete Subject Access Request received recently on 1 July. The request related to an email discussion amongst Glynneath Town Councillors where I 'Mr David Richards' am the 'subject matter' of an email chain.
The information received from the clerk in relation to the email chain ends on 15 January, however I have evidence that the chain extends beyond this, at least until the 18 January. It is known that Councillor Pugh resigned from council on 20 January so we would not expect it to extend beyond this. With reference to some of the information withheld from the clerk, by the 'current unnamed' councillor who has supplied the information received, and in particular I quote Michael Pugh's statement. 
"Furthermore, his wild accusations of murder and child abuse further exacerbate my concerns over his motive and honesty"
His in this instance, means me. I believe it is important that the clerk and the new members of the council understand the background of this information so that you are all aware of the history surrounding this statement and the problems we (East Glynneath Residents Against Contamination group) are still experiencing with the Glynneath County Borough Councillors and the Neath-Port Talbot Council Planning department in relation to the Heol y Glyn landfill site that has planning approval for a housing development. 
Michael Pugh was elected to the Glynneath Town Council on 29 July 2021 and prior to him becoming a councillor we submitted the three attached research report papers to Glynneath Town Council for consideration. All three documents have also been submitted to other public organisations and all three reports can be found on-line, we have also provided the web addresses for them to the clerk of the council for ease of access.
DOCUMENT 1: COUNCIL OF DEATH? (Draft document) published by Rugby Relics Ltd
DOCUMENT SUMMARY: This document provides evidence of NPTC Planning Department historical malpractice in relation to the Heol y Glyn landfill site. It shows how the planning department at Neath-Port Talbot Council failed to follow their contaminated land protocol in relation to ground contamination identified at the site in 2008.

DOCUMENT 2: PROGRESSIVE SUPRANUCLEAR PALSY, 'PSP CLUSTER, BRYNHYFRYD, GLYNNEATH (Draft document) published by Rugby Relics Ltd
DOCUMENT SUMMARY: Following the submission of the Council of Death document, within 3 months a second resident in our street died of an extremely rare neurodegenerative disorder in the houses closest to the site. Research into the disorder identified that the only other known case of a cluster was almost certainly related to ground contamination that contained similar chemical contamination as was identified in 2008 at the Heol y Glyn landfill site. The document also shows that 20% of properties in Brynhyfryd that border the site had within the previous 5 years recorded a death from a rare neurodegenerative disorder such as Progressive Supranuclear Palsy.

DOCUMENT 3: ARE OUR CHILDREN'S LIVES BEING PUT AT RISK? and IS THE WELSH ASSEMBLY GOVERNMENT PARTY TO THAT RISK?
DOCUMENT SUMMARY: The document contains evidence of subversive educational material funded by the Welsh Government taught on courses open to the public that are also funded by the Welsh Government. Glynneath residents have taken part in these courses. The course instructs play instructors and child care workers to place children in danger during play situations. Further investigation into the subversive literature being offered to play leaders in Wales has identified an instruction to place children in 'life threatening'; danger daily within a children's play timetable. This form of play, known as 'deep play' is based upon a misrepresented scientific research paper and testimonies from scientific professionals with links to the paper author are included in the report.

It is my personal opinion that the Glynneath Town Council have refused to accept their responsibility as an elected body for the people of Glynneath to undertake due diligence with respect to each of the 3 papers submitted. 
To return again to the Michael Pugh email chain, I am enclosing an additional screenshot from the remainder of the chain ( which is being withheld) which shows due diligence by a past councillor in respect to the issues raised. I believe it is important to establish the end of this email chain. There are clearly lines of decency being crossed in this chain of communication and the comments withheld as can be seen from the screenshots are clearly libellous and defamatory, not only against myself but other Glynneath residents and clubs within Glynneath, who I would suggest, like myself can be considered to be respected members of the community.
What also concerns me about the exchange of information within the email chain is that Councillor Herbert, a participant in the chain, has the best interests of the council and the public of Glynneath at heart, she is looking to support a group of residents because others elected to support the community, have refused to do so. She has clearly done her homework and has most importantly SPOKEN to the people whom I represent to get an idea of the problems. She has offered a reasonable solution to the council, to challenge me legally, to meet with me, or to seek advice from an independent investigative authority. I would suggest that Councillor Herbert's approach throughout the complete email chain received so far has been exemplary. 
Councillor Pugh on the hand is exactly the opposite. He is offensive and unreasonable and his one focus it would seem is to berate and discredit myself and others. My main concern here is that there is no regulation or mediation taking place. I believe the whole Glynneath Town Council apart from Roger Simons were included in the email chain. 
To return to my Subject Access Request, I would ask that the Glynneath Town Council please provide the remainder of the email chain between Michael Pugh and the Glynneath Town Council that bears my name 'Mr David Richards' as the subject matter, so that it is complete. 
My public question to the chair of the council is this. 
As part of this Subject Access Request, I have re-submitted 3 research report papers for councillor’s consideration. They are now public documents so will the council discuss these 3 research report papers in public? 
YES or NO.

He also has a go at the Sedgemore's and Rey Jones stating that

"they have been hounding and trying to harm the council for many years."

I want to establish if the chair of the council stepped in or he just watched the character assassination.
