 REFERRAL TO THE OMBUDSMAN 

Referral to the Ombudsman - If an enquiry asks the right questions, NPTC officials will immediately refer an enquiry as early as possible to an Ombudsman. Moving an enquiry/complaint to the Ombudsman shifts the overall accountability from the people of NPT to the Welsh Government. The root cause of the problem is Welsh Government legislation, that the authority must complete and adhere to a Local Development Plan. The Welsh Government pay the ombudsman's wages and so the Ombudsman is not independent.  

A good example of this can be seen in the exchange of emails between Richards/enz-NO and the Council Leader in May 2020. - CLICK HERE  where Mr Richards is railroaded by two heads of department at NPTC towards the Ombudsman. Even when Mr Richards refused to complain he was still referred to the Ombudsman. 

We can then see how the NPTC Head of Department has turned the enquiry from a specific one (Richards provided evidence of a specific incident of deception) to a vague physical one that ignored the specific incident:
