Dear Mx Wilcox
I would refer you to the attached image which contains relevant parts of the draft minutes of the item in question and ask that you investigate our concerns in relation to this item and present our concerns to the full Glynneath Town Council prior to the next full meeting and its resolution to accept the minutes.
Please note the following items in relation to the draft minutes on the attached image:
1. - meeting details.
3. - Declarations of interest by Cllr Davies and Pitman.
12. - Ad hoc declarations on planning matters by Cllrs Davies and Knoyle
14. - (last item) No declarations of interest as per previous instances, prior declared or ad hoc..
I believe that Councillor's Del Morgan, Simon Knoyle and Hayley Davies should have declared a personal interest in item 14, both Councillors Knoyle and Davies declared an interest in item 12 which covers planning matters. The majority of correspondence you and the Glynneath Town Council have received recently from our group is about the questionable activities of Councillors Knoyle and Morgan,
These documents include a 16 page document 'Council of Death' which states that both Councillors Knoyle and Morgan are covering up historical malpractice within the planning process. by refusing to ask relevant questions in relation to the planning history. This document was submitted to NPTC in September 2020 and to the Glynneath Town Council in October 2020 and July 2022. No counter evidence to the allegation that Councillor's Knoyl;e and Morgan are covering up this information or to the council malpratice contain within has been received.
The correct protocol in relation to 'personal interest' for councillors can be found in the 'Good Councillor's Guide, Wales'
" Remember, if you [a serving councillor] might have a personal interest in a council decision, you must declare that interest as soon as you are aware of it. The big question, if you have declared a personal interest in respect of a matter being considered at the meeting, is whether it is a prejudicial interest (prejudicing your judgement in the public interest). If so, you cannot speak or vote on the matter and must leave the meeting while the matter is being considered" (One Voice Wales, Good Councillor's Guide, page 20)"
Councillor Morgan is employed by One Voice Wales and is aware of this and so he should have declared an interest in this item, however he has not.
It should be noted that the only two participants in the debate of item 14 were Councillor Morgan and yourself, the Town Clerk. It is clear from the exchange that you have prepared the outcome of the item between you and so the item must therefore be declared completely prejudicial. The outcome as expected can be clearly seen to be prejudicial and of benefit to those covering up historical corruption within the Glynneath Town Council and Neath Port Talbot Council, namely Craig Griffiths.
The fact that contamination remains exposed on the Heol y Glyn site and you personally can be seen to be supporting NPTC planning department historical and current malpractice suggests that your action with regards to Item 14 is a criminal offence, it is Misconduct in Public Office.
I would suggest that you inform the full council of the failure of yourself to identify Councillor Morgan's prejudicial interest and Councillor's Morgan, Knoyle and Davies failure to declare and interest, prior to the full council accepting these minutes as it may implicate other councillors.
