Dear Councillor,
I refer to my letter delivered to your home
address on 3/11/22 in which I signed off with the following
comment.
"In summary, you personally are potentially causing the Corporate
Manslaughter of the people who elected you to represent them by
your apathy. You have a role in the democide of Glynneath
residents by your intentional negligence. Democide is the murder
of any person through the democratic process. The three
documents I resubmitted during my public question 4 months ago
show how democide is potentially happening in Glynneath and
unless you can provide counter evidence to these documents then
you are part of the democide process. You personally, I would
suggest are causing the intentional murder of the public through
the democratic process."
I have not received counter evidence to the
information you were provided with, and your refusal to engage
in Item 14 of the Glynneath Town Council meeting on 8 November
2022 and agreement to its resolution concerns our group. I
would suggest that it places you in a coalition of corrupt
government officials who are working together to cover up
contamination that has and is almost certainly killing people.
In 2020, contamination was exposed by the
developer Enzo and is still lying on the surface of the site.
Our monitoring officer Jennifer Herbert has submitted to the
Town Council clerk the following request in a letter dated
20/6/2022. She asked that the clerk contact the planning
authority to provide the following information which the
planning authority refuse to do.
"We would therefore request that the
Glynneath Town Council contact the Neath-Port Talbot
Council on our behalf and ask them to provide an update
on the exposed contamination and also for them to
provide details of its categorisation in accordance with the council's most
recent Contaminated Land Strategy and the toxicological
report associated with this. We would also urge
that a remediation
plan be put in place as soon as possible."
This is the same question we have been asking
Councillors Knoyle and Morgan for almost 2 years. The big
picture is that the Glynneath Town Councillors Del Morgan and
Simon Knoyle have manipulated the Glynneath Town Council over
the last 3 years to cover up NPTC Planning Department corruption
to support their own personal political agendas. They have
refused to answer relevant questions and have used blocking
tactics and in Simon Knoyle's case, has physically threatened an
aged almost 80 year old resident. We can provide evidence of
this if you require it.
Our question and request are simple, all we ask
is that the NPTC to follow contamination protocol in line with
their own documentation.
To refer to the November meeting you should note
that you have an opportunity to report internally and externally
the following information which does not follow council meetings
protocol in relation to item 14 in the meeting of 8 November
2022. I include an image which includes the following extracts
from the meeting.

3. - Declarations of interest by Cllr Davies and
Pitman.
12. - Ad hoc declarations on planning matters by
Cllrs Davies and Knoyle
14. - (last item) No declarations of interest as
per previous instances, prior declared or ad hoc..
I believe that Councillor's Del Morgan, Simon
Knoyle and Hayley Davies should have declared a personal
interest in item 14, both Councillors Knoyle and Davies declared
an interest in item 12 which covers planning matters. The
majority of correspondence you and the Glynneath Town Council
have received recently from our group is about the corrupt
activities of Councillors Knoyle and Morgan, These documents
include a 16 page document 'Council of Death' which states that
both Councillors Knoyle and Morgan are covering up historical
malpractice within the planning process by refusing to answer
relevant questions in relation to the planning history. This
document was submitted to NPTC in September 2020 and to the
Glynneath Town Council in October 2020 and July 2022, you were a
councillor at this point in time.
Meanwhile, I would also refer you to an extract
the Good Councillor's Wales Guide which states that the
Glynneath Town Council have a right as an organisation to
discuss and to take action on issues that are relative to the
community.
"In 2011 The Local Government (Wales) Measure 2011 gave the power of well-being
to community councils enabling a council to “do anything which it considers likely to
achieve the promotion or improvement of the economic, social or environmental
wellbeing of their area.” This power is important because the range of activities
permitted by this power is extensive providing a community or town council with considerable
scope for action (although trading is not included)." (One Voice Wales, Good Councillor's Guide, page
12)"
Finally, I would suggest that you research and
consider the information that I am providing you because I
believe it is important that you represent the community in
general, all of whom are in danger from the exposed toxic waste,
including yourself. You have an opportunity to support the
community at the next GTC full council meeting. You be asked to
rubber stamp council malpractice by agreeing that the draft
minutes are a true representation of the November meeting. I
have provided you with evidence over the last few months that
both Councillors Morgan and Knoyle should have declared an
interest in the item, however they did not. Your failure to turn
up to the meeting or you actions in relation to the item at this
point will be determined by your integrity.

PS - I believe that it is in the best interests
of the community of East Glynneath that the non-NPTC linked
members of the Glynneath Town Council meet with our group to
learn about the problems we are still experiencing with the NPTC
planning department and elected councillors and I will leave you
to consider this option.
