LAST ACTION - COUNCILLORS SIMON KNOYLE AND DEL MORGAN HAVE IGNORED A RELEVANT SAFETY COMMUNICATION

On 19 July 2021 we made a public question asking for an update on the Heol y Glyn Development because there were 6 different toxic chemicals that have recently been exposed in the top layer of the soil. This is of serious concern to our group. Only Councillor Knoyle has made a public statement in relation to our question but he has not referenced the current exposed contamination which is of concern. The council have a duty of care in relation to this contamination to provide a risk assessment for human health by categorising the identified contamination from 1 to 4. This information has not been provided with the current planning application which is a concern. This video requests that the two Glynneath councillors ensure that this information is provided to the residents surrounding the site as soon as possible. The Glynneath Town Council as an organisation that can be seen to be deliberately supporting the historical, present and future potential Corporate Manslaughter of Glynneath residents surrounding the Heol y Glyn landfill site. Since March 2019, the twin hatted councillors Simon Knoyle (Independent - Rugby Club Coalition) and Del Morgan (Plaid Cymru, Welsh Nationalist Party) have manipulated their supporting and other council members to support corruption within the Neath Port Talbot Council Planning Department.

Both Simon Knoyle and Del Morgan are aware of NPTC planning department historical malpractice that allowed the Cuddy Group Ltd to avoid the remediation process relating to identified toxic waste at the site. Both Knoyle and Morgan have undertaken actions to cover-up this information and have turned a blind eye to information provided to them that identifies that additional toxic waste dumped following this corruption has almost certainly caused the death of residents surrounding the site. The deaths can be linked to a similar case in Northern France where it can be shown that instances of death have been caused by chemical poisoning. These councillors have supported more recent council malpractice that has placed Glynneath residents in danger from chemical poisoning and have been instrumental in supporting future plans that have removed the safety requirements for the testing of land that is to be moved closer to homes surrounding the site. The land in question has had reports of toxic waste being tipped at the site, it has been tested and found to be toxic and is currently exposed to the elements and to the people living near-by.

The actions of Councillors Knoyle and Morgan as leaders of the Glynneath Town Council along with the former Labour councillor Gerry Reynolds have placed the Glynneath Town Council in a position whereby the Glynneath Town Council can be shown to be blatantly supporting NPTC corruption that has potentially caused and will cause additional deaths of residents as a result of living close by poisonous chemical substances (toxic waste).

The Glynneath Town Council are in effect acting as an accessory to the Neath Port Talbot Council in the Corporate Manslaughter of Glynneath residents.

Prior to a NPTC Planning Committee meeting P2020/0195 in relation to the Heol y Glyn Landfill site the Glynneath Councillors . Simon Knoyle and Del Morgan were provided with evidence of historic malpractice in which the NPTC Planning Department can be shown to breach the 1990 Environmental Protection Act.

The councillors have refused to acknowledge this document and the information contained within it. In due course, we submitted a request to the Glynneath Town Council requesting that the Town Councillors request what due diligence in relation to the document had been undertaken by Councillors Knoyle & Morgan.

Prior to the meeting a "whitewash statement", a generic denial of wrongdoing, the "Pledge of Death" was jointly issued by the two councillors that failed to provide evidence to support their stance of council wrongdoing.

In the lead up to the Glynneath Town Council meeting the councillors were provided information by email that the Councillors Knoyle and Morgan were supporting Planning Department corruption.

Support by the Glynneath Town Councillors in the meeting of 27 October 2020 has meant that NPTC can continue with endangering the lives of Glynneath residents. Click on the link below for this item at that meeting.

During the meeting we can see that the Council Leader (Gerry Reynolds) ignored the advice of the clerk when provided the option to discuss it privately. He was clearly supported by Steve Evans of the Rugby Club Coalition. Simon Knoyle is the Secretary of Glynneath RFC and Steve Evans the Treasurer. The pair can be seen working closely together in Rugby Club and Town Council business. The refusal of the council leader Gerry Reynolds to show the relevant 'duty of care' to Glynneath residents during the meeting means that all elements of the offence Corporate Manslaughter are covered should more deaths occur following the failure to observe this council requirement.

Two months later another resident living closest to the site died of a rare neurodegenerative disorder, the second resident to die of this particular disorder living within close proximity to each other and to the site. The normal frequency of death in this disorder is 1 person per 100,000 per annum. The two deaths occurred just 4 houses apart in the houses with closest proximity to the site.

A Second Research Report Paper with information relating to the death of these residents was submitted to Glynneath Town Council and was destroyed by Glynneath Councillors instead of being submitted to the clerk. Click on the YouTube link below for a video of this information.

This report was then submitted to the East Glynneath Town Councillors Haulwen Morgan and Gerry Reynolds who disposed of the report. Only the covering letter was submitted to the clerk for inclusion into the relevant Glynneath Town Council meeting.

The Glynneath Councillors Del Morgan and Simon Knoyle have supported the planning approval P2020/0863 which removes the requirement to test land on which there have been eyewitness reports of toxic waste being tipped. The land is to be removed and tipped elsewhere and also a portion of it is to be used to fill in the stream that borders the site and is next to residents properties.

The day before he'd received information that a test in 2008 had not been followed up on and Del Morgan supports NPTC corruption wit his stance on extant planning. There is no physical evidence that the Cuddy Group started the building process which means there is no extant planning permission at the site. Steve Ball who misrepresents the role of NRW at the site can be seen to have been in close contact with the two councillors. Geraint John planning misrepresents the chemical testing at the site, he says it has been extensive, the Contaminated Land Officer says it is insufficient.
