"This letter accompanies a report that identifies a series of neurological disorder deaths in Brynhyfryd, two of which almost certainly relate to contamination at the Heol y Glyn site. The conclusion of the report is that:"

“Residents of Brynhyfryd are dying from the rare neurological disorder Progressive Supranuclear Palsy. These deaths are almost certainly due to specified and other potential unspecified contamination tipped at the Heol y Glyn landfill site. Public officers who have covered up this contamination are responsible for the unlawful killing of these residents.”

We at the East Glynneath Residents Against Contamination believe that the purpose of the communication to the Glynneath Town Council was clear and concise. That we intended the Glynneath Town Council to consider the report titled "Progressive Supranuclear Palsy, 'PSP Cluster, Brynhyfryd, Glynneath and the letter was to indicate to the Town Councillor in receipt of the communication why they were receiving the report. 

letter (1 page) + report (8 pages) = 9 pages

only the letter discussed by the council = 1 page

There is an 8 page public document that has gone missing. This 8 page public document was the purpose of the communication, and this 8 page public document was therefore not discussed by the Glynneath Town Council.

Today (17 September 2021) we responded to the Glynneath Town Clerk with the information contained in this video. Our communication ended as follows:

To conclude this communication and in response to your letter. I do NOT give you permission to pass on the identified Councillor Morgan letter to the Neath-Port Talbot County Borough Council. In the interest of openness and accountability, I would ask that the Glynneath Town Council investigate the locations of the missing reports. 

Again in the interest of openness, accountability and integrity, we believe that the Glynneath Town Council should make this information publicly available as part of a full council meeting and also on-line as part of the Glynneath Town Council website:

In light of the contamination recently identified at the development, please prioritise this communication to safeguard the health of East Glynneath residents.

GLYNNEATH TOWN COUNCIL LETTER 

Dear Glynneath Clerk

I refer to your letter dated 23 June which references part of our communication with Councillor Haulwen Morgan dated 1 May 2020. It should be noted that the letter discussed by your council at your full council meeting of 8 June 2021 was a personal one addressed to Councillor Morgan and not one addressed to the Glynneath Town Council. The letter addressed to Councillor Morgan accompanied a report titled "Progressive Supranuclear Palsy. 'PSP' Cluster, Brynhyfryd, Glynneath". The report was delivered to the councillor's home address on 3 May 2021 and it was intended for the Glynneath Town Council to consider. The letter made this plain and I quote from it:

"This letter accompanies a report that identifies a series of neurological disorder deaths in Brynhyfryd, two of which almost certainly relate to contamination at the Heol y Glyn site. The conclusion of the report is that:

“Residents of Brynhyfryd are dying from the rare neurological disorder Progressive Supranuclear Palsy. If we refer then to the beginning of the report

"This draft report is submitted to the Glynneath Town Council for consideration in order that they can provide contrary evidence to the information contained within, or to take the appropriate actions to prevent further deaths of East Glynneath residents from Progressive Supranuclear Palsy and other illnesses related to the contamination at the Heol y Glyn landfill site in Glynneath."

and the final page which states

"A response would be welcomed to this report"

I would suggest that the purpose and intention of the letter and accompanying report are clear and concise and the Glynneath Town Council have failed to observe the purpose of the communication which is to inform them of the seriousness of the contamination at the Heol y Glyn site, this was first identified in 2008. As our local councillor, Councillor Haulwen Morgan has a duty of care to East Glynneath residents and as such she should undertake due diligence in relation to the presentation of the report to the Glynneath Town Council. It is clear from the events subsequent to the delivery of the report that she has not upheld these responsibilities.

It is a serious concern to us that a public document submitted to two Glynneath Town Councillors has not been referenced or discussed by the Glynneath Town Council. The document has clearly been separated from the covering letter at some point between its delivery to the councillors and its discussion at the Glynneath Town Council meeting of 8 June 2020. Both councillors are clearly aware of this because they have taken part in the lengthy discussion at the meeting that should have included mention of the report.

At this point, I am providing you with the following information:

The summary of this information will be uploaded to youtube including:

1. Video footage of the delivery, the letters and reports were hand delivered to two Glynneath Town Councillors, Haulwen Morgan and Gerry Reynolds" on the morning of 3 May 2021. 

2. Video footage of the meeting in which both councillors took part in the discussion. Councillor Haulwen Morgan failed to mention the report while Councillor Gerry Reynolds who received a letter with similar content and the exact same report failed to mention he had received any communication from us.

All footage of the interior of buildings and persons featured on the video was of a publicly screened zoom meeting of our local council. The footage is therefore in the public domain and filming is allowable, please see additional details/ relevant regulations below. All individuals featured on the video are elected or employed local government officials undertaking their duties as a public official. External footage did not include persons and was of the delivery of letters only to show proof of posting. There was no location identification to show where the video was filmed. Documentation within the video did not show personal details that would allow identification of the document ownership.
