ABSTRACT & OVERVIEW

This page contains the images and the text from an election whitewash post by Simon Knoyle on the Davies Knoyle FB page made on the 28 April 2022. The post contains information about the destroyed PSP report supplied to Glynneath Town Council and the historical testing for contamination at the site. There are many lies, inferences and inconsistencies within this post however we have picked the most important methods of deceptive information interpretation that identify Cllr Knoyle as a criminal. We maintain that Cllr Knoyle is enabling the death of residents, including his family members and members of his rugby club, of which he is the secretary. His interpretation of information can be seen to be deliberately covering up the historical poisoning of residents at the site. His failure to ensure that the council uphold safety protocol with regards to identified poisons will probably cause the poisoning of more residents in the future. 

It is believed that the post is in response to an election video (by opposing candidate Dai Richards) about the safety of residents in Glynneath released via social media and YouTube that informs residents about the relative safety issues existing in relation to the site. The post made on the Davies/Knoyle social media Facebook page is a criminal event because: 

Councillor Knoyle is already an elected councillor and he has a duty of care to the residents he is already representing. He is omitting information to prevent the residents of Glynneath learning the true facts about poisons exposed at the Heol-y-Glyn landfill site. The omission of information that identifies that people may have died as a result of toxic waste poisoning is enabling the continuing corporate manslaughter being perpetrated by Neath Port Talbot Council. This corporate manslaughter is on-going, people are still dying of illnesses that are probably related to environmental law breaches relating to these poisons.

The attempted murder of residents based upon their knowledge of the presence of poisons and their refusal to address the historic dumping of toxic waste at the site. Toxic waste is an indiscriminate killer which is why the 1990 Environmental Protection Act and the 1974 Control of Pollution Act exists to prevent the movement of toxic waste without the proper safety precautions.

At this moment in time Simon Knoyle is an East & Central Glynneath Councillor and Hayley Davies will be elected in this particular election. Councillor Knoyle runs a construction industry consultancy business and can be seen during a planning process to be working together with developers and council officials to cover up poisons on a local site. The site, which has been tested and confirmed to be contaminated has a cluster of neurodegenerative disorder deaths which Councillor Knoyle is covering up. He can be seen in this post to be using SMOKE AND MIRROR TACTICS to cover up his OMISSION OF RELATIVE INFORMATION. Whitewash social media posts are a favourite method of deception used by Simon Knoyle, lying to the public is second nature to this criminal. Several of his previous whitewash posts have been on the same subject matter.

SMOKE AND MIRROR TACTICS are being used in this WHITEWASH INFORMATION RELEASE on the Davies/Knoyle Neath-Port Talbot Councillors FB page in the run up to the 2022 local council elections. At this moment in time Simon Knoyle is an East & Central Glynneath Councillor and Hayley Davies will be elected in this particular election. The Councillors use many images, so isolated and a large amount of information to hide the omissions of the 2020 chemical test which showed that the site was contaminated. Also missing is evidence that the chemical chromium in its dangerous form that causes cancer has been omitted from information that Councillor Knoyle exchanged with a neurodegenerative disorder specialist. Evidence supplied by this specialist suggest that chromium could have been the cause of the neurodegenerative disorders he had been studying

35.jpg (91284 bytes) 34.jpg (562435 bytes) OMISSION OF RELATIVE INFORMATION - Missing from this WHITEWASH INFORMATION RELEASE is evidence that the chemical chromium in its dangerous form that causes cancer has been omitted from information that Councillor Knoyle exchanged with a neurodegenerative disorder specialist. An excessive amount of information has been posted suggesting the use of SMOKE AND MIRROR TACTICS to draw attention away from this omitted information plus a full chemical test which provided evidence of extensive contamination found on the site. 

 

 

 

 

Murder method (omission of relevant information) What this post is missing is the contamination report from 2020 that identified contamination. The test shows that lead has been exposed by the developer Enzo Homes along with other contaminants. There is no safe level for the ingestion of lead. There is also the suggestion of tampering with this test, one of the surface tests is missing and the lower test of this location is the most contaminated test of the testing series. Councillor's Knoyle and Davies are part of an Independent Councillor Coalition at Neath-Port Talbot Council.  EVIDENCE TO SUPPORT In 2020 the land was also tested and found to be contaminated. The planning department worked together with the new developer, Enzo Homes and local councillors to remove the requirement for testing the contaminated area. Neath-Port Talbot Council have refused to communicate with us since we requested due diligence information on the above document. This includes the local councillors who have been provided evidence that Neath-Port Talbot Council have committed Corporate Manslaughter in causing the death of residents bordering the site. The following video uploaded to YouTube provides evidence of Planning Committee malpractice that is placing the lives of Glynneath residents at risk.

00y.jpg (382972 bytes) On 19 July 2021 we made a public question asking for an update on the Heol y Glyn Development because there were 6 different toxic chemicals that have recently been exposed in the top layer of the soil. This is of serious concern to our group. Only Councillor Knoyle has made a public statement in relation to four question but he has not referenced the current exposed contamination which is of concern. The council have a duty of care in relation to this contamination to provide a risk assessment for human health by categorising the identified contamination from 1 to 4. This information has not been provided with the current planning application which is a concern. This video requests that the two Glynneath councillors ensure that this information is provided to the residents surrounding the site as soon as possible. As council tax payers it is our right to know the level of toxins we have been potentially exposed to. - Glynneath Residents Against Contamination Group.

Murder method (omission of relevant information) Councillor Knoyle states he has been in correspondence with the PSP expert Dr Golbe who states there is not enough information. Dr Golbe says there is no overlap with contamination however his analysis is based upon the information I gave him, namely the 2008 test. Councillor Knoyle has not provided him with information from the 2019 or 2020 tests which he is aware of. This includes chromium which would most likely have changed Dr Golbe's opinion on the overlapping of contaminants.

39.jpg (137654 bytes) A test was carried out as part of the sale conditions to Enzo Homes. It mentioned an potential excess of Chromium. The following analysis and subsequent objection information was submitted to NPTC by the analyst, a chemistry PhD currently working as a materials scientist.

Having looked at the data for the chemical testing submitted, I can see that this was in no way a thorough investigation as it is incomplete and superficial. First looking at the depths at which chemical testing took place this was only at a depth of 50 cm and only tested deeper once at 1 meter and twice at 2 meters, which I’m sure you can agree is not a large enough sample for those depths. This is important as the land has previously been confirmed as contaminated with high levels of zinc, arsenic and be benzo[a]pyrene. I would also like to highlight the chromium testing which distinguishes between CrIII and CrVI is unaccredited and therefore unreliable. This is important as chromium (III) is relatively safe at the levels of chromium described, however, chromium (VI) at this level is extremely dangerous and can cause cancer.

Below - Cllr Simon Knoyle was informed the chromium in the 2019 test may have potential health effects to residents. Councillor Knoyle was asked to chase up this information, however he did not, neither did provide this information to the PSP expert whose contamination effect analysis was based upon on the 2008 contamination test.

My duties as your County Cllr.
Firstly apologies for another election campagin post but, I understand that some residents are suggesting that I have not carried out my duties for them as I should have done.
I will use Proposed Heol y Glyn Residential Development as my example of this.
In March 2020 I was contacted by a resident group to help them with concerns they had regarding the above, over the course of the next two years I have tried to get the authorities to listen to the concerns and undertake further, deeper and additional testing of the land at Heol y Glyn.
I have a dossier of paperwork, e-mails to and from myself and letters also sent to the resident group.
I have been in regular and constant discussions with the officers at NPTCBC, NRW and spoke with our MS Jeremy Miles to seek advice from the Welsh Government also.
The answers from NPTCBC were that they had done things correctly and in line with Planning Legislation, both Cllr Morgan and myself have tried to get them to do more but to date they have not done so which is increasingly frustrating as this is what residents want to see.
NRW even replying to say that… ”NRW has no reason to formally request chemical testing for the soil being removed from site…”
I wrote to you all to explain that I had asked Public Health Wales to investigate your concerns and their reply is attached, you will see that they have provided a report as I requested from them, the email April 13 2022 sets out that I raised concerns with them and had a telephone meeting with an officer to set out the issues I’ve received from residents.
Within the e-mail is a paragraph from a resident who wrote to PHW to request information from them to establish whether I had lied to residents living in around 140 properties in the area, I most certainly have not lied about the duties I have been undertaking on your behalf.
There have been two sets of testing carried out, the Terra Firma report in February 2019, the accompanying Executive Summary from the Geo-technical & Geo-Environmental Report from May 2019 attached, sets out within the last paragraph that there are “…soils identified with exceedences of some contaminants above their Tier 1 threshold values.”Terra Firma who are independent of the local authority, recommend that in order to eliminate human health risks on residential development that all landscaped areas be capped with 600mm of “clean” soils. The petroleum hydrocarbon fractions were not present at concentrations that would be considered a vapour risk.
Myself and other Cllrs carried out some research into Neurological Illnesses online and found a World leading expert - Dr Lawrence Golbe from the New York School of Medicine; specialising in Psychiatry & Neurology, it was interesting because after speaking with him he stated that another Glynneath resident had made contact with him in April 2021.
Extracts from Dr Golbe’s e-mail are attached and can be read, clearly he states that “…that there is just not enough information to determine the likelihood that the two cases of PSP were causally related to the toxic dump “tip” at Heol y Glyn.
In the second part of Dr Golbe’s email, he goes on to say that he believes the occurrence of 2 cases of PSP in the same town over this period of time looks like a coincidence.

Latest emails from officers at NPTCBC just go on to say that they do not have any legal right of entry to the site for further testing/sampling of soils on site. They state that they believe there is no evidence that this site could or would meet the definition of contaminated land and therefore there is no considered justification to exercise powers of entry under legislation.
This post is not to say that there are no contaminants on site and neither it it me telling residents that the land is “green”, we all know that it isn’t and will need to be remediated as set out.
This post is to explain to residents that over the last 2+ years since March 2020, I have been carrying out due diligence for the residents that I was elected to serve. Asking questions, scrutinising and requesting works are undertaken to try and prove whether the claims are valid or not and what needs to be done if they are valid.
I have asked for further, deeper and additional specific testing be carried out on this site and I will continue to do so if elected for the residents of Brynhyfryd and wider Glynneath

After an exchange of private messages on Facebook and emails, the Chair of the Scrutiny Committee with responsibility for contaminated land Councillor Stephen Karl Hunt agreed to ask questions of the Planning Department for us. We submitted 5 questions to Councillor Hunt, all directed towards the Head of Planning and Public Protection, Ceri Morris. Councillor Hunt met with Head of Planning and others and the group refused to answer the questions.
