WITH ADDITIONAL SPINNING to a CONCERNED GRANDMOTHER IN COMMENTS - WITH ANALYSIS

  

This Facebook Post on Councillor Knoyle's Councillor Facebook page provides evidence of his willingness to support the death of vulnerable people including babies living close by the Heol-y-Glyn toxic waste dump. In this instance he signposts a concerned grandmother to the head of planning who is responsible for covering up toxic waste at the site, The house in question was flooded by water from the site twice within the first week of the family moving in. The contamination test  of the land from which a percentage of the water flowed shows several dangerous chemicals including lead.

This test was made two moths prior to the flooding but not made public until June 2021 as part of a planning permission that allowed the developer to move 22,000 cubic metres of toxic waste next to the homes of Glynneath residents. 

 

To get an idea of the level of depravity in this exchange its important to understand why the grandmother is concerned and the information Councillor Simon Knoyle is aware of.

Concerned grand-mother's grand-daughter was only 5 months old and born prematurely when the house was flooded twice with water running off the site. This happened within a week of their moving into the property. The baby would be potentially vulnerable to any contamination present.

 

WHAT SIMON KNOYLE KNOWS 

 

The above image is the Chromium recorded in the relevant test, this information was available on the NPTC planning website. The following information was provided to him in an email on 19 March 2020. 

LAND CONTAMINATION - the land contamination testing has only been done to 0.5 metres in most places, it is an extremely shoddy attempt at testing for poisons etc. We know that Cuddy was dumping in the middle of the night and digging holes, dumping to at least 4 meters and covering up the material dumped, both actions raise alarm bells. No-one knows what is under the top layer soil. The image below is from a chemistry graduate and was attached to a subsequent email on the same date.

He is aware of its historical status as a landfill site and that NPTC have bypassed the safety protocols in relation to this contamination breaking the 1990 Environmental Protection Act. He is named as covering this up in the following document dated September 2020. (image right)

The safety conditions of deeper chemical testing were approved at the planning meeting of 8 September 2020.  

REMOVAL OF SAFETY CONDITIONS PLANS INVOLVING SIMON KNOYLE 15-fb-pic.jpg (183991 bytes) Simon Knoyle posted this image on Glynneath News & Views on 16 October 2020 showing that both he (Simon Knoyle) and Del Morgan had already met with Enzo Homes and planning officials to remove the contamination testing from the safety conditions of that approval. The planning application to remove the safety conditions was P2020-0863 which if passed allowed over 20,000 cubic metres of contaminated spoil heap to be moved closer to peoples homes.
RECENT TESTING CONTAMINATION ABOVE SAFETY GUIDELINES 00y.jpg (1002472 bytes) This chemical test was taken on13 October 2020, the day after the P2020-0863 plans were submitted to the council.  The land has been tested and again found to be contaminated. The area tested is quite small and ranges from lower Brynhyfryd to Woodland Park. 7 out of 11 samples tested were found to be contaminated up to 9 times the safety guidelines. One of the  top layer tests is missing from the table at the point where the lower test is the worst result. This suggests the information has been tampered with.

This means that over 20,000 cubic metres of untested and untreated toxic waste can be moved closer to peoples homes.

I apologise for the amount of posts today and the length of them, this one is a little shorter �� I have been asked to scrutinise and ask questions on several issues regarding the Proposed Residential Development at the Heol y Glyn Site, this I have done. I have a file of information relating to this and copies of all e-mails sent and received on the subject. This information is in relation to the historical nature of the site. 

INTRODUCTION - there is no direct reference to any direct stimulus for this social media post, I have been asked etc could refer to anybody. This is a WHITEWASH post designed to cover up his historical corruption in relation to this site. His file of information will contain items he uses to spin his stories to the people he visits. We see a classic example of this when he writes to the MP Christina Rees with an offer to spin about Dai Richards. The East Glynneath Residents Group have also received this information directly from NPTCBC but have not published this for anyone to see. ? 

We see here a direct attack on the integrity of a local residents group he is elected to represent. He is not paid to attack residents, he is paid to represent them. (this is mal-information)

Moving forward and aside from NPTCBC, I have also received information directly from Natural Resources Wales (NRW) as to the land in question.  

NRW had not existed when NPTCBC broke the 1990 EPA between 2008 and 2010.

The land has had several tests carried out on it and I have a copy of the recent WAC (Waste Acceptance Criteria) Tests which were carried out. NRW are a Welsh Gov Sponsored Body who act as a regulator to protect people and the environment across Wales. 

This is the first time we, the residents were made aware of WAC information. Councillor Knoyle refuses to make the WAC information available, in a post during the following week he posted a page from the WAC document and redacted entirely the contamination information contained on that page.

I do not support corruption and am here to help, support and assist all residents (where possible) who live within the area that I was elected. At the Planning Meeting in September 2020, myself and others including Glynneath Town Council made sure that further testing of the site was put into the Conditions so that the Developers were bound by these conditions and would need to close them out. 

The testing at deeper levels was a suggestion of our residents group. Councillor Knoyle met with planning officials and the developer in October 2020 to remove the safety conditions that related to the testing of the ground at deeper levels, he posted this information on Glynneath News and Views on 16 October 2020. Because of the sale of the land in question, this process is still ongoing and has not been resolved as yet. It’s not my place to speak negatively of anyone, I would however say that you attract more bees with honey. Attacking and bullying people who are there to help and support is clearly not going to get anyone anywhere, fast. When this happens, it gets to the point where replies sent are rubbished and the responder feels that there is no point in taking the conversation further. 

Here he says it's not his place to speak negatively of anyone, more bees with honey, attacking and bullying etc etc. A generic smoke and mirrors tactic designed to avoid responsibility for his actions and to target residents who just want to live in safety.

Concerned Grandmother to Simon Knoyle - My Son , daughter in law and baby Granddaughter moved in just below the site at number 2 Brynhyfryd. In December. They’ve already experienced two floods due to the giant haystack down the drains. I don’t know a lot about this site but as my family are living right there, it’s a very big concern. So the site was proved to be contaminated with Chromium? If so why wasn’t there an order for it to be cleaned up then??  I really don’t want my family living there if there is any danger.

This is classic Simon Knoyle fabrication. If we refer to his next but one comment where he mentions 3 tests. He received the following information by email on 18 March 2020 that related to information that was available on the NPTCBC planning portal about the development in question.

The above analysis was based upon the test in general and the relevant chromium information included in that test which can be seen below.

In this instance when Simon Knoyle says "No, from the information I have received" he means he hasn't specifically received the information but he has received it as part of the complete test results, if we look at his next comment he includes the following information:

Simon Knoyle to Concerned Grandmother - Good morning Concerned Grandmother, thank you for your question, from the information that I have which in my Job as your Son’s County Cllr, I have sought from the relevant organisations involved in this scheme, there have been at least 3 sets of testing carried out recently. It is worth noting at this stage that both Ward Members and Glynneath Town Council have requested that further and additional deeper testing be carried out on the site, this was included as part of the revised Conditions imposed on the previous owner of the site. It is also worth noting that the site is no longer owned by Enzo Homes and has been purchased by another Developer who I have also spoken with. The test results indicated that the site had a small number of known contaminants which can be remediated, most land across Wales is contaminated but it is the levels of those contaminants which vary. The NPTCBC Contaminated Land Officer has confirmed this. You asked specifically if I am aware of any other known contamination on the site - the reason that I have answered in this fashion is because we have asked for additional and deeper testing to determine if there is any unknown contamination on the site, we were asked by several residents of Glynneath to impose this condition on the Developer to ensure that this is dealt with. If we refer to the Concerned Grandmother's question we will see another case of paltering, lets look first at the question.

Is there any other known contamination of any description other than Chromium on the Enzo site at Heol y Glyn Glynneath? 

The question is simple and he states that......

You asked specifically if I am aware of any other known contamination on the site - the reason that I have answered in this fashion is because we have asked for additional and deeper testing to determine if there is any unknown contamination on the site,

This is classic council paltering known as 'protocol promise' and what it means is that 'they' the Council are going to do things right in the future. Councillor Knoyle is already aware that the council have been hiding a human health risk assessment from 2008 that had not been actioned and that the contamination remediation protocol had been bypassed in that instance. So the people of Glynneath have at that point had 12 years of living next to a toxic waste dump with a further 8 years of toxic waste to follow.

This is what he says about the historical testing: 

The test results indicated that the site had a small number of known contaminants which can be remediated

This is complete fabrication because according the pollution officer the sampling wasn't sufficient and most of the samples were at shallow depth.

Pollution officer............... "about the site investigations that have been done in the past. There was a site investigation in 2008 um which was um limited sampling quite shallow sampling and there was there was no asbestos sampling done at that time. Um then in 2019 in January and in March, Terra Firma did further sampling on site, again the sampling in my opinion wasn't sufficient. It was quite localized. most of the samples were at shallow depth...."

It is important to note that most land in Wales is contaminated to a certain extent however, the Cuddy Group who previously owned the land were a remediation contractor who brought industrial waste onto the land so we see elevated levels of contamination across the site which means elevated levels of risk to human health. If we look at the test below the contamination in this test is taken from right behind the family of the Concerned Grandmother and it is these contaminants that could have potentially caused ill health to the family. The following test was available to Councillor Knoyle at the time. It is the 3rd of the 3 tests he mentions.

It is also important to note that this test is likely to have been tampered with, one of the top level tests is missing. Councillor Knoyle refuses to provide the required Human Health Risk Assessment for this test. 

Without testing the complete site, there is no way of knowing what contamination was present so the statement.

But all I’m really asking is for ALL land test results for said land.
Regardless of how far back they go. From the ones many years ago to the most recent you mentioned.
Therefore I can make an informed decision as to whether my family should remain living at Brynhyfryd at present. Regardless of any future testing , my main concern is the here and now.

At least that way you will be sure of obtaining the correct, most up to date and factual information.

Unable to spin anymore and to provide the Concerned Grandmother with the truth which is that NPTC have been covering up the status of the land for 12 years and that her family are at risk of being poisoned Councillor Knoyle passes the Concerned Grandmother on to the man who is controlling and hiding the information about contamination at the site.

............ according to local residents who have been living next to the site, some for 50 years, each time there is a movement of land, a cluster of deaths occur in the vicinity, and this has been happening since around 2000.

The key element that identifies the deliberate Corporate Homicide of residents living next to the Heol-y-Glyn landfill site and beyond is the fact that NPTC still refuse to identify the site as a landfill site which it has been for most of the last 90 years. They still refuse to instruct the developer to undertake a detailed contamination testing of the site and to make that information public so that residents with a knowledge of chemical compounds can make an informed decision as to the actual status of the land.

Councillor Knoyle states he has been in correspondence with the PSP expert Dr Golbe who states there is not enough information. Dr Golbe says there is no overlap with contamination however his analysis is based upon the information Dai Richards gave him, namely the 2008 test. Councillor Knoyle has not provided him with information from the 2019 or 2020 tests which he is aware of. These tests include chromium which would most likely have changed Dr Golbe's opinion on the overlapping of contaminants.

CONCLUSION:

Councillor Simon Knoyle has a responsibility to tell the truth to the concerned grandmother, he has a duty of care to her family and to the residents in his ward. In the beginning we see him attack a residents group whose members are dying from potential contamination related illnesses and throughout this exchange we see him spinning information to avoid telling the concerned grandmother the truth about the contamination at the site before passing her on inappropriately. He is a aware that within the last 10 days Ceri Morris, to whom he'd referred the grandmother had removed the safety conditions from the September 2020 planning approval allowing 20,000+ cubic metres of toxic waste that included chromium was to be moved closer to her family without being tested first. There is a clear refusal to accept his responsibility to tell the truth and a deliberate endangerment to health and life. To summarise, Councillor Simon Knoyle is willing for members of family to potentially die of toxic waste poisoning including a prematurely born baby to support his personal agenda. He has broken the following Nolan Principles, which each public official should abide by:

Following on from this, the next day Simon Knoyle created a social media post on his Councillor page based upon a FALSE TRUTH that was designed to whip up a hate campaign against Dai Richards.

 A post on Councillor Simon Knoyle's Facebook account timeline that targets EGRAC and offers to meet with people about the site. It is important to note that East Glynneath Residents Against Contamination are a group of residents whom Simon Knoyle is elected to represent in his role as a county councillor. He is paid to support these people. 

Following the post, in the comments a concerned grandmother questions him about the presence of Chromium at the site and other historical contamination. His response is to eventually send her to the head of planning Ceri Morris. It is important to note that the granddaughter in question is less than six months old and was born prematurely. She is a vulnerable child living in a row of houses where several people have recently died potentially from contamination related disorders. The block of house in which her son and family was living is the closest to the recent movement of contaminated soil which was tested and found to be contaminated up to 9 times the safety guidelines including lead. The house was flooded twice within a week with water running off the site which almost certainly contained these toxins from the site. Simon Knoyle has been covering up historic poisons and the contamination status of the site since March 2020.
